Adequacy: Helping people grow their retirement assets

The ultimate measure of retirement success is whether workers accumulate enough assets to support themselves throughout retirement.

The challenge is real. In Chile, pension authorities found a median self-financed replacement rate of just 17% among retirees from 2015–2022, highlighting how difficult it can be for workers to build sufficient retirement income through personal contributions alone.

That challenge has also become increasingly difficult. Longer life expectancies mean retirement savings must last longer. Inflation continues to pressure purchasing power. Concerns about public retirement systems have reinforced the importance of personal retirement assets.

As responsibility shifts toward individuals, policymakers are increasingly focused on helping workers build larger and more resilient retirement portfolios.

More than 80% of PER retirement assets in France are invested in France and the EU, with over 60% allocated to equity and private debt financing.

PACTE: A model for mobilizing savings into productive investments

France’s PER retirement program demonstrates how policy can encourage both saving and investing. By Q3 2025, the program had grown to 12.7 million account holders and €141 billion in assets, with more than 60% invested through equity and private debt financing.

Some reforms seek to increase the amount flowing into retirement plans through higher contribution rates and employer funding requirements. Others focus on helping retirement savers become retirement investors by expanding access to a broader range of investment opportunities.

In the UK, the Mansion House Accord is expected to direct up to £50 billion into private markets, showing how willing policymakers are to broaden the investment universe available to retirement savers.

About the 2026 Global Retirement Index

The Global Retirement Index (GRI) is a multi-dimensional index developed by Natixis Investment Managers and CoreData Research to examine the factors driving retirement security and to provide a comparison tool for best practices in retirement policy.

The index includes International Monetary Fund (IMF) advanced economies, members of the Organization for Economic Cooperation and Development (OECD), and the BRIC countries (Brazil, Russia, India, and China). The researchers calculated a mean score in each category and combined the category scores for a final overall ranking of the 44 nations studied.
